MOSCOW (Sputnik) — The Minsk agreements are a set of measures elaborated by the leaders of Russia, Ukraine, France and Germany in mid-February to facilitate the process of Ukrainian reconciliation.

The 13-point deal stipulates a ceasefire effective since mid-February, a withdrawal of heavy weaponry from the line of contact in Ukraine’s southeast, an all-for-all prisoner swap and amendments to the Ukrainian constitution to decentralize powers, among other points.

"The text of Minsk accords is our original guide in this case, which has been signed [by leaders]. It clearly defines the sequence of steps and their implementation, including political reforms, special status, ceasefire regime and other issues."

"At the same time, anything that goes contrary to these clear provisions is nothing but an attempt to avoid their implementation," Peskov stressed.
