
MOSCOW (Sputnik) — Constitutional amendments in Ukraine, providing more autonomy to the Donetsk and Lugansk regions, were stipulated in the February Minsk agreements.
On July 1, Ukrainian President Petro Poroshenko submitted a draft law to parliament with proposed constitutional changes on decentralization. However, according to the president, the bill, approved by Ukraine's constitutional commission in late June, did not envision a special status for Donbass.
"The draft constitutional amendments in their present form, prepared without any consultation with representatives of the southeast of Ukraine, are not the document outlined in the Minsk agreement of February 12, 2015," the Russian Foreign Ministry said in a statement.
Ignoring the interests of Donbass residents undermines international efforts to bring peace to the region, the ministry said.
"Kiev did not even bother to respond to proposals prepared by Donetsk and Lugansk on changes to the constitution of Ukraine," the statement reads.
