DONETSK (Sputnik) — Introducing amendments to the Ukrainian constitution to grant the breakaway eastern Ukrainian regions more autonomy is one of the points of the 13-points Minsk agreement, elaborated by the heads of Russia, Ukraine, France and Germany in mid-February.
Other measures agreed upon in Minsk also include a ceasefire, the withdrawal of heavy weaponry from the line of contact between Kiev forces and independence supporters of Donbass and an all-for-all prisoner exchange.
“Senior officials heading legislative power on the territory of certain districts of Donetsk and Luhansk regions at the date of the introduction of this amendments to the constitution of Ukraine will continue exercising their powers until such powers are terminated in accordance with a procedure established by legislation of the Donetsk and Luhansk regions that hold special status,” the joint statement said.
